Take a 300grit sandpaper gently sand the top sheet with an even pressure circular motion, (the topsheet should look dull but otherwise unchanged.) avoid doing anything more than slightly roughing up the top with sandpaper to give the paint a surface to adhere to.(ie. Don't go too deep).
Then wipe the whole board down with a piece of tac cloth to remove any residue. After that use a paint (car paint will do) that will adhere to the surface, then apply a clearcoat that works well on that paint and is good in low temperature and wet conditions.
Make sure to do all your painting in a well ventilated area. The other thing you will need is a roll of 3M blue painters tape for the edges.
Note: just like your top sheet, the paint will chip regardless of what paint you use, if someone catches an edge on it.
