If you have difficulty in linking up with the old HKSSA site, try "refresh", it might work. It works with me (even as a guest, ie. without logging-in).

There are not many snowboard shops in Osaka area, as well as Kyoto area. And there is no any place that sell snowboard and ski gear like the one in Tokyo area. But If you are going to stay few days in Osaka, and really want to have a look, you can find the shop Spotaka easily in 心斎橋 http://www.spotaka.co.jp。
or a pro shop call Hold out http://www.hold-out.com/japanese/index-j.htmin 喜連　平野 in Osaka.
