Personally, I think it is more than 雪質 & 量, the mountain is also a very important factor to consider. For me, the mountain is the most important factor.

It's depends.

My experience:
For on-piste, Whistler, really great than Niseko.
For off-piste, includes sidecountry, backcountry, Niseko.
For getting more snow, Niseko, for example only one week vacation.
Snow Quality, fresh powder, I think, same same. But they said, 4% water content at Hokkaido, 6-7% at Utah, 16-20% at Whistler. So, if after one day, there is big difference.

Food, Onsen, no doubt, Niseko.

Surprised to hear that some most popular ski resort in Japan that you don't like it. What are the reason?
Too small, little variation, runs too short. Get bored after 2 days.

Been to Whistler 3 time, it is OK, but I would not want to go again, found it un-interesting.

Last time I went skiing in USA was 4 years ago, so I do not have the latest prices and have not made any comparison recently. Resorts like Vail, Aspen, Beaver Creek etc all have pricey hotels.
The Utah resorts are close to Salt Lake City and people usually stay in Salt Lake City and drive (or take buses) to the ski resorts daily. There should be some good hotel deals if you search around.
South Lake Tahoe in California is fairly reasonable with hotel prices, Harrahs is a good starting point. If you are willing to drive, the casinos in Reno are fairly cheap to stay. The daily ski pass is pricey but you can buy a Tahoe Value season pass for few hundred US dollars if you are prepared to buy few months before the ski season starts.

In general, depends on how long you are going for, the season pass is better value than the day passes . There are all types of deals, you just have to do some research. You can get some useful info by going through some of the previous threads in this website.

If you are driving, staying in a hotel/motel further out is cheaper than staying in a hotel next to the ski lifts. Convenience often comes at a high price.

If I may add...

Tahoe has the same issues as Whistler - the snow is heavy and wet. They call it 'sierra cement'. Mammoth on the back side of the mountain range has much nicer snow.

SLC is a good deal if you stay in town, but you risk missing out on the best days - when it really dumps - the road from town closes! Meaning had you stayed on the mountain you could have had the mountain to yourself!

For Value for Money skiing resort/holidays, I think you can consider the ClubMed packages to the skiing area of the Alps.

The prices for those Three Tridant resorts such as Les Arc, La Plange Aime are very good.
