Is it common to take level 1 and level 2 at late 40?

I personally would think you should be able to manage parallel turn or most Red comfortably and confidently before proceed to instructor level.
Good news from Austria:

Am I Too Old To Join A Course?
Highly unlikely! The oldest participant we have had to date was 69 taking a Level 2 course and he aced the exams!

What is the age range on your courses?
We see the largest group between 18 and 24 and recently have seen a large number that are between 24 and 40. On our courses we expect approx. 15% to be over 40 years old. As more people are taking a sabbatical from working life our courses are more popular with professional business people or persons who have retired. Don’t be put off by age and ski schools are always looking for mature instructors who can generally deal with adults easier than younger instructors.

really need some advice from people who know about the exam content of NZSKI level 2
BL2L was right, Edwin was the man. Here is his blog in FB: https://www.facebook.com/edwinskiinglife/
He hasn't updated much though in this winter season but if you scroll down you will find his articles during his L1+2 training last summer in NZ.

I am not teaching people at the moment. I have my own job and mainly do the exams as an interest. Just did my L2 exam in Feb in Niseko and it was really a harsh time for me. There is really a big gap between L1 and L2 requirements.

I'd say for L1 basically any holiday riders who has basic "correct" riding skills and with some effort on studying the materials can pass it. For L2 it will need riding experience of the whole season (at least one season, and with reasonable amount of formal trainings) and a full time teaching experience, in order to pass the exam comfortably.
